[NEWLINE]By adding some additional city plot check for buildings, such as:

[NEWLINE][ICON_BULLET] "Is the city has a workable hill plot?"
[NEWLINE][ICON_BULLET] "Is the city has a workable mountain plot?"
[NEWLINE][ICON_BULLET] "Is the city has a workable water plot?"
[NEWLINE][ICON_BULLET] "Is the city has a workable sea water plot?"
[NEWLINE][ICON_BULLET] "Is the city has a workable lake plot?"
[NEWLINE][ICON_BULLET] "Is the city has a workable plot that is adjacent to a river?"
