* Changed version of asn1scc from 4.2.5.1f to 4.5.1.5

* Updated version of Debian from 11.2 to 11.9 and change from dotnet-sdk-6.0 to dotnet-sdk-7.0

* Changed the build steps for asn1scc

* Command fix in Dockerfile

* Changed PATH variable after update from dotnet 6.0 to 7.0
