PyCCN needs a PEAK installer package / .egg

Once the code base is ready for general use, it would be helpful to build a PEAK installer package / .egg file.

The process for creating packaging is estimated to take about 8-20 hours with testing. Working on packaging kinks between Mac and Linux may take some extra time. Also, adding graceful fallbacks in case any dependencies are not in site_packages or incompatible APIs (assume system has newer than 2.7 Python) can also break things.
