[UX] Make tags link more prominent on Examples Gallery page #509

I've looked at the examples gallery page several times and never noticed the tags link to https://napari.org/dev/_tags/tagsindex.html.

A small change (bolding the link) or a brief prose snippet ("Filter these examples by tags") would help.

I think we left that link as a placeholder that never got updated 😅
