Add handling of other applications for constructor manager backend

Add the ability to handle multiple applications in a single environment. This was requested during the demo as napari users often install jupyter side by side.

Users could either use jupyterlab desktop or we could provide a way to handle multiple apps within a single constructor managed bundle.
