bib doesnt work when compiling sections/chapters

you can compile a section/chapter alone without compiling the whole project, but it gives errors because it can't find the bib. it's probably because https://github.com/natestemen/rudin/blob/master/sty/packages.tex#L39 doesn't make sense when you're all the way in one of the chapters.
