Support for IP Fragments Missing #255

Environment

Python version: 3.11
Nautobot version: 2.2.7
nautobot-firewall-models version: 2.0.3

Expected Behavior

Expect to be able to specify IP fragments in a policy.

Observed Behavior

IP fragments is not an option with PolicyRule.

Steps to Reproduce

Install Nautobot and Firewall Models.
Attempt to create a PolicyRule for IP fragments.

This also goes for TCP established ACLs.
