Add Support for Time Ranges

Proposed Functionality

It'd be great to add support for time ranges to PolicyRule. It's not unusual for time ranges to be used in limiting access on security devices to particular time frames.

Use Case

Firewall Engineer may want to restrict access to company resources to only working hours 8a-5p M-F and time frames allows for this.
