Schedule commands

Let users schedule command executions:
!schedule [cmd] [start] [period]
eg:
!schedule '!curl http://time.is/' 23h42 1h
will result in the result of '!curl http://time.is/' to be displayed every hour starting at 23h42.
(Pretty much an evolution of #38 / !start)
