Tag compliance view, can we have an interface to allow users to add tags to workloads?

Given indication tags are missing, and ask iffin the user wants to add them.

One-off tag management while convenient here isn't going to be as useful as a well defined tag strategy for the account. Recommend deferring this enh-req and address the more comprehensive tag management issue through other sources to reduce Nimbus complexity.

These tags are meant to be on the EC2-Side - so we don't want to force these tags on NR entities specifically. Might need to make that more clear in the UI.
