Many end-point repositories and FDO specifications require some kind of license information. Licensing is currently not even discussed in the ARC specification, but they are a necessity for some other formats such as ROC. I therefore suggest to make a license field mandatory in the arc specification, which defaults to a very restrictive license. In the future where we compute a score for an arc we can also consider the specified license.

Maybe we also suggest licenses directly in the specs, e.g. suggest that they are OSI compliant
