build: various config updates and new Grafana version

🤨 Rationale

• Updates to .config files from @grafana/create-plugin
• Set Grafana version for dependencies and Docker image to 9.5.9 (our fork is on 9.5.8, but for some reason these packages were never published. 9.5.9 is close enough.).
• Updates semantic release config so build commit type triggers a release
• Sets autoEnabled: true in the app plugin's plugin.json so that it doesn't have to be explicitly provisioned
