The VSC healthcheck prevents a successful upgrade in case a VSC configuration is used which has no system_ip

If possible could this be changed on new system deployment also? It's very common to not use system interface, avoiding the need to have an IGP to allow this interface connectivity. So the target is to use control interface IP as BGP source address instead of system IP.
