Add a settings panel with an option where the user can adjust the reset time of when their daily tracking starts over/clears for the next day.

This issue ticket was created during the first generation Daily Dozen iOS v1.0 in 2016.

In looking to understand the background, I found that there had been an issue in the second generation v2.x that the reset was done in the middle of the day for someone in the Finland timezone:

2019 02 18 resets in middle of day

In the third generation version, updates were implemented to have the time localized to where the user's region is.

Is the use case for this request that the "today" hours to match the user's current timezone "today" (i.e. 00:00 to 23:59) on the device? Or, does this request have some other scope for user time setting preferences?
