Helm chart - bootstrapping with server author

Building on #45
This helm chart could optionally add a CR for a single 'bootstrap' server which is only configured to support Server Author. This would allow for a self-contained UI oriented authoring environment for config documents

Some process would then need to be added that could detect the new config (perhaps it's a new config connector that we use) and create a new CR accordingly. Or perhaps the operator monitors something else and creates the CR on it's behalf (wrong way around?)
