Extend the EFA_PROV_ERRNOS and efa_show_help to process the error message when the receiver has zcpy recv turned on but get a rtm pkt that it cannot handle. The extended error message includes possible root causes and the potential mitigations. Signed-off-by: Shi Jin <sjina@amazon.com> (cherry picked from commit ee4d578)
