Describe the bug

Even, when we keep the phone number filters, empty, and apply advance filters, the badges appears for the user tab

To Reproduce
Steps to reproduce the behavior:

  1. Go to https://care.coronasafe.in/users?page=1&limit=18&first_name=MOHAMMED&last_name=&phone_number=%2B91&alt_phone_number=%2B91&user_type=&district_id=
  2. See error

Expected behavior

badges of only applied advance filters should be visible in the user tab
