Targets Set in Plan Does not Match Values on monitor page #1464

There concern raised by the CHAI team on the Thailand preview WebUI, where the targets set in the plan creation do not match the targets on the monitoring page. For example for the plan on this link: https://web.reveal-th-preview.smartregister.org/focus-investigation/map/b58e84fc-0add-540b-8361-1407a3ae6265 the target at plan creation for household registration is 80. However, on the monitoring page, it reads 16. See the screenshots below:

On the bednet distribution, there is a similar case as shown on the screenshots below. Target in plan = 60, in monitoring page target of 29 shown;

Some outstanding Questions:

  1. If family registration was completed in a previous plan should that appear in the numerator for household registrations?
  2. If a person refuses blood screening should that be counted as part of the numerator for blood screening?

I have tested this. Below are the steps i took and the findings.

  1. I created a new FI plan on web(Thaiuser2)
  2. I then logged in on android and selected the newly created plan.
  3. I created new residential structures and such and completed the steps
  4. I then synched the app and went to confirm on web that the changes are reflected.
  5. I noticed that the targets values changed. See screenshots below.

@samkanga This is a calculation issue.
In cases were the goal unit is percentage there is a calculation being done
(goal value * total tasks) / 100
that is why we have values like 10 of 16 from
(80 * 20)/100 = 16

Which is right as we can't have 10 0f 80 .
That will be mixing up units. i.e percentage (80%) with count(10 tasks).
The calculation is getting the total number of tasks at 80% which is 16 in this case.
