Ever since we killed the ams-pg host, we have seen several failing tests. To that end, we should setup backend-hel as our primary test server such that it replicates the prod server as much as possible.

This diff is the tf split of #119 and limits the terraform changes. We
introduce a new ec2 module and configure the clickhouse proxy instance
to use this module instead of having its own module.

and connect it to the new remote clickhouse cluster for performing
operations.
