Initial Cohen3 release:

This is the first release of the Cohen3 project.
Be aware that some of the feature will not work because the python 3 migration is not enough to make it work.
The plugins will not work as expected, some of them should be rewrote.

Highlighted changes:

- Renames project from Cohen to Cohen3
- Migrates source code to python version 3
- Reformat, Cleanup and  some PEP8 fixes
- Twisted >= 18.7.0 is now required
- Louie-latest is now required (instead of Louie)
