QASP: Add Performance standard #103

We can add a row about performance (e.g. response times).

For web, we can use Chrome DevTools (etc.) for load time and runtime performance. Or/Also, we can add a "A" rating on https://gtmetrix.com/

For non-web, the performance targets might need to be specified for each tool.
