Python 3.13: Try disabling GIL and enabling JIT #118

Test multi-threaded apps with GIL disabled. Test performance with JIT enabled.

GIL support needed for packages with extensions:

orjson Python 3.13 with no gil - SystemError: init function of orjson returned uninitialized object ijl/orjson#520
psycopg2 (will need to upgrade to psycopg, if it happens) Provide Python 3.13 wheels psycopg/psycopg#889 (comment)
lxml https://bugs.launchpad.net/lxml/+bug/2069434
