[Feature] Support downloading OpenMMLab projects on Ascend NPU

Motivation

Support downloading OpenMMLab projects on Ascend NPU.

Modification

The install command adds support for Ascend NPU device.

We also tested all relevant MIM commands on the Ascend NPU.
