[outreachy] Registry: Turn the "Add your project to the registry" into a button

Outreachy task for @Isioma20

Based on your user experience report, please provide the following suggested improvement via a PR:

the the add your project to the open telemetry registry link could be changed to a button since it creates an action to improve the usability.

Please also suggest a prototype design for an actual "add to the registry" page where someone can fill out the details for a new entry.
