OVMS: sync ODH with RHODS repos

Acceptance criteria:
ODH:

• quay.io/opendatahub should have both stable and fast tags for OVMS
• stable tag in quay should correspond to release branch in ODH
• fast tag in quay should correspond to main branch in ODH
• main branch in ODH should be synced with upstream periodically

RHDS (red-hat-data-services):

• rhods/ovms should be forked from ODH (currently it is from upstream)
• auto-merger should be updated with odh/release to rhods/main
• openshift-ci is set up to red-hat-data-services to build images in quay
• images in quay/modh should have the release tags to be used in RHODS

Delivery:

• image is updated in MM and anywhere else as necessary. Relevant teams are notified of the update.
• process for update notifications is written down

Current status: waiting for ovms to be forked into RHODS from ODH.

@heyselbi I thought this ticket was a follow up of #137 in order to actually use the new OVMS version in ODH/RHODS. Is that wrong?
