Using Ubuntu 24.04 breaks Mongo installation and some thing involving lxml/xmlsec. We are going to pin this until we're ready to upgrade both.

Reverts #35634 in its entirely.
This is breaking on deploy with the complaint:
AssertionError: Internal issue: Candidate is not for this requirement lxml[html-clean,html-clean] vs lxml[html-clean]This PR also pins several jobs that install Python dependencies use Ubuntu 22.04 instead of ubuntu-latest. This is partially a revert/backout of #35450 . See ff91669 for the pinned jobs.
