Is your feature request related to a problem? Please describe.
Currently, only emails can be used in contact support option in settings. Some users have support links.

Describe the solution you'd like
Add CONTACT_SUPPORT_URL option to config and show a link in settings page if it is setup.

Add contact support url option: open-craft#1
