[FEATURE] Implement Database Using Test OEP Environment

As we are moving the data to the OpenEnergyPlatform, we should implement the Database by using the test OEP environment.

Describe the solution you'd like
The Database should be included correctly, including a dictionary for the query commands. Specifically, we should utilize the configuration file tables with all databases used, including the "dictionary" alias, as demonstrated in the ding0 project.
