Intel compiler and MPI devel package updates #1871

Updates intel-compiler-devel-ohpc and intel-mpi-devel-ohpc packages. Changes the default version of the compilers and MPI to the same required version used to build packages on OBS.

Currently, modules always default to the latest available version.

Tested on Rocky 9.2.

The build system reports this version:

[  408s] Intel(R) oneAPI DPC++/C++ Compiler 2023.1.0 (2023.1.0.20230320)

We shouldn't change that version at this point in time.

Minor updates after lots of testing. This adds default versions for dependent components loaded by the compiler.
