[Feature Request] make http.detailed_errors.enabled a dynamic cluster setting

Is your feature request related to a problem? Please describe

while it makes sense to disable detailed errors in a more production-like environment (see opensearch-project/documentation-website#3084) it is sometimes helpful to temporarily change the setting briefly on a cluster to test something.

Describe the solution you'd like

it should be possible to dynamically change the value of the cluster setting http.detailed_errors.enabled via the _cluster/settings API.
