Increase Jenkins CPU threshold above existing 50 percent.

The current threshold of 50 percent is too low for a normal running Jenkins instance. Combination of multiple benchmark and gradle check workflows could easily reach 50 percent CPU usage for a C59xlarge instance on Jenkins main node.

We can raise this value to 75 for now. Thanks.
