We have a loading screen which includes a photograph, and a placeholder app title banner. It genuinely has not been designed. However, in the interest of doing less, we should leave it as is. What really does need to be addresses is the timing of its appearance and fade. It happens almost instantaneously over a good connection, because it is predicated on when the app is ready for use.

I wish we could remove it altogether, but I believe that would result it a deteriorated UX. As a result, the best approach is to set a minimum amount of time the loading screen is shown. Perhaps 2 - 3 seconds.

Also, it occurs to me that this when the app solicits the user's location. I was super taken with the way the new Foursquare app anticipates the native dialog box asking for permission in its design, providing context below.

We could do the same thing, moving the title up on the screen, and providing some context about location below. I can comp this up.
