Fix ignored scope (#2050)

CVS-142292 We got error "ValidationError: Ignored nodes with name ['Multiply_28993'] were not found in the NNCFGraph." on last openvino versions. 'Multiply_28993' has a different name in the graph, but quantized model works correctly without setting the ignored node now. Ignored node scope was removed.
