Permissions granted to anonymous user should be a configuration change, not code change.

I just thought of an idea, wouldn't it be better if we make our own config file for permissions and just read permissions from the config file instead of defining it in code? WDYT?

Issues go stale after 90d of inactivity.
Mark the issue as fresh with /remove-lifecycle stale.
Stale issues rot after an additional 30d of inactivity and eventually close.

Making this globally configurable may be very interesting for Janus-IDP. 👍
