Data Collection Updates

Changes made today

• Standard Level now collects top-level (chat, message, slash and user) command counts, and the public dashboard has been updated to match.
• The data collection system now uses storage units to keep track of its state.
  • If you need this data to be persisted in a database, switch to another data adapter, such as the first-party MongoDB data adapter.
  • Old state (in the .properties file) will be migrated automatically.
• The last-used data collection level is no longer stored, which simplifies the logic considerably.
• If you absolutely can't store any state relating to data collection, you can generate a version 4 UUID (for example, via a website like this) and supply it in the dataCollectionUUID system property or the DATA_COLLECTION_UUID env var. This will prevent any state from being stored.
