Create templates for creating new instances internally in the org

Templates should be the different archetypes of repos we have a framework for, i.e.

• PowerShell Modules
• Actions
• Workflows
• FunctionApps

Each of these templates should have a defined set of configuration that comes with it.
Should this be controlled on:

• Creation time? Deployed with a set of config once and never maintained
• Policy engine where the settings are stored centrally for configuring the repos as defined (and align them on the reg). The thing that would decide what settings the repo would get should be via custom properties?

Ideas on last:

• define a special repo, like .config or .admin
• the repo contains a config of "archetypes", this links to custom properties
• the config should also contain settings for:
  • Forms and community files
  • default branch name
  • rulesets
  • ... more here

Branch Protection Rules: Optional, based on team preference
Issue Templates: Documentation update request
Pull Request Templates: Documentation update template
Labels: documentation, update needed
Actions Workflows: Spell check and documentation build workflows
Code Owners: Default code owner set to documentation team lead
