No package with this name in repositories

Oh, just noticed that you're talking about Fedora 38, there are no nvidia packages for this release yet:

Nothing we can do about this for now.

Well, rebooted, unistalled, reinstalled, rebooted again, and it keeps failing....same error

It's possible though very unlikely that there is an ABI problem with the dummy driver on Fedora 38.
I have:

$ rpm -qa | grep dummy
xorg-x11-drv-dummy-0.4.1-1.xpra1.fc38.x86_64

And I'm not experiencing any problems.

[ 1017.284] (EE) /dev/dri/card0: failed to set DRM interface version 1.4: Permission denied

Perhaps this is the cause?
Maybe we can tell Xorg to ignore dri for Xdummy.
