Can't create Detection Area in lanelet2

I use autoware.ai Melodic. I want to create a detection area with a lanelet for a pedestrian crossing.
So I edited to create a stopline and a detection area on the lane.

And I set the ID of the detection area and stop line and lanelet to the Referrer Regulatory Element on edit.

But error occur in lanelet2_map_loader.
error content is "Errors ocurred while parsing lanelet map: - Error parsing primitive 729: Creating a regulatory element of type detection_area failed: No regulatory element found that implements rule detection area" and "Error parsing primitive 393: Failed to get id 729 from map"
Please give me a hand about solve this error.
