Migrate the Entire Gnars App to the Base Network

1. Update Proposal Creator:

• Objective: Update the webapp proposal creator to work with Base contracts.
• Tasks:
  • Ensure all functionality available on the mainnet proposal creator is available on the Base proposal creator.
  • Hide the delegation button (do not remove) as delegations on Base will require a separate ticket.
  • Ensure buttons that send a transaction are not "active" unless the user is connected to the Base network to avoid invalid transactions on mainnet.

2. Update Proposal Viewer:

• Objective: Update the webapp proposal viewer to show Base proposals and details.
• Tasks:
  • Update the proposal list view to show all proposals made on the Base contracts.
  • Update the proposal detail viewer to show details of any proposal made on the Base contracts.
  • Preserve mainnet proposal viewer code to maintain the history of the DAO.

3. Update Auctions Page:

• Objective: Update the webapp auctions page to work with the new nouns.build contracts deployed on Base.
• Tasks:
  • Migrate all features from the previous auction component to work with the Base contracts, including bidding, auction end time, current bid, and minimum next bid.
  • Update the artwork viewer to display the correct Gnars artwork from the Base contracts, with images pulled dynamically from Zora's IPFS endpoint.
  • Ensure buttons that send a transaction are not "active" unless the user is connected to the Base network to prevent loss of user funds.
  • Remove the "Pick the next Gnar" link due to quick settlement on Base and update the UI accordingly.
  • Remove any "gnarving" related content, including the "X auctions until Gnarving" button.

Acceptance Criteria ☑️

• All changes described in the "Details" section are implemented and tested.
• Code is clear, clean, and properly documented.
• UI changes are sensible and non-regressive.

This bounty encompasses migrating the entire Gnars app to the Base network, ensuring seamless functionality, UI consistency, and preservation of key features.
