Justification processing

It was one of the design criteria that the scientific and technical justifications should be stored as text - there are a number of consequences

• the text should be able to make reference to "attached" images
• it should be possible to render the justifications to a published (pdf) form - this is probably best done with micro services for each of the document types.
• it might be good to try to have widgets that at least did some syntax highlighting for each of the formats.
