Proposal Cycles: proposal review and allocation process

Several questions, those struck through are now invalid or can/have been answered:

• Should a 'SubmittedProposal' be immediately referenced by a 'ReviewedProposal'? That is, on submission of a proposal to a cycle should a 'ReviewedProposal' be automatically created and refer to that submitted proposal, or should the 'ReviewedProposal' be created manually by user action for example, by assigning reviewers to a submitted proposal?
• Should 'ReviewedProposal' creation only occur after the Proposal Cycle submission deadline?
• Who's responsible for assigning reviewers to a 'SubmittedProposal' - the TAC Chair only?
• If the submitted proposal passes the review should an 'AllocatedProposal' object, which refers to the now successfully reviewed submitted proposal, be created automatically or should this be a user action?
• Who's responsible for allocating 'AvailableResources' to a successfully reviewed proposal?
• Investigators will want to know the current review/allocation status of their submitted proposal e.g., has the submitted proposal been assigned reviewers, have those reviewers provided a review yet, was the review "successful" - if not why not , have resources been allocated yet. Do we have access to the relevant data/metadata to provide this information? In the updated data model this information can be found in SubmittedProposal objects and by relevant queries to the database.
