Modules from bases are not visible for pytest

I must have done something wrong and I am looking for a hint how to fix it.

The situation I observe now is that:

• modules from components are visible (as packages) so I can add tests for them
• modules from bases are not visible

directory structure:

[tomek:~/repos/terec.io] what-if-we-start-again+* ± ls -R bases/
bases/:
terec

bases/terec:
api

bases/terec/api:
core.py  __init__.py
[tomek:~/repos/terec.io] what-if-we-start-again+* ± cat bases/terec/api/__init__.py 
from terec.api import core

__all__ = ["core"]

poetry run pytest shows this:

ImportError while importing test module '/home/tomek/repos/terec.io/test/bases/terec/api/test_core.py'.
Hint: make sure your test modules/packages have valid Python names.
Traceback:

I do have this in the pyproject.toml (I think it is not really revelant):

packages = [
    {include = "terec/api", from = "bases"},
    {include = "terec/database", from = "components"},
    {include = "terec/model", from = "components"},
]

I have checked that when I start a new project from scratch then all works well.
