pak-cross-aarch64

We use this image to cross-compile libcurl and pak on x86_64 for other archs (aarch64 currently), to create Linux binary packages. See https://github.com/r-lib/pak/blob/main/tools/build/linux/Dockerfile-cross-aarch64 for details.
