Feature freeze for 2021.02 release

Hi @robotology/everyone,

At the end of the month(28/02/2021) is planned the time-based release 2021.02.
In this sense, we planned to do a feature freeze starting from 21/02/2021.

This concerns mainly icub-main and repositories linked to it(e.g. icub-firmware-shared, icub-firmware-build, robots-configuration).

This means that we kindly ask you to please postpone, if possible, any PR against devel branches after the release.
Bugfixes against master are fine.

If not possible please contact me, via email(nicolo.genesio@iit.it) or just tagging on GH(@Nicogene). If the PRs do not introduce breaking changes we can arrange to merge them anyhow.

On the other hand, during the release day (28/02/2021) please do not push directly to the branches(even master and devel), and the PR will not be merged.
