Using GitHub discussions for technical dev announcements

Hi everyone! 👋

We'll be using this channel for announcements on technical development infrastructure, CI, and similar things. Other announcements and discussions will still go via the seL4 mailing lists and seL4 discourse forum.

This one here is just for things that specifically concern the repositories in the seL4 org and how they work, to not spam those other channels with irrelevant information.

The specific occasion for today is the following, relevant to @seL4/committers:

• there will be a power outage from Fri (2024-02-23) evening to Sat (2024-02-24) evening at UNSW in Sydney. This means hardware CI will not be online and will likely only be restored on Mon. This means, please only merge pull requests that you are certain will not break things.
