Question about compressed telegrams and possibility to use ESP32 or ESP8266 with CC1101 as a satellite reader

I have two questions related to compressed telegram messages and possibility to use local network, as there is a need to read data from multiple meters in different buildings.

Is it possible to send the required eight (actually I'm not sure did I understood correctly) telegram messages via command line to decompress the compressed data, for example from multica21 meters?

And last would it be possible to create an api to the local network that reading the meters values could be done from longer distances with “satellite readers”, for example using an esp32 or esp8266 development board with a cc1101 chip attached?
