Request to add homebrew type to purl-spec documentation. Reserving brew for homebrew applications.

Thanks for the PR @awsactran. However, it looks like the PR is missing a lot of key elements we've been discussing in #254.

@awsactran is your intention to fill this out per the discussion in #254?

As-is this is mostly a stub; if your goal was just to reserve it, then I or someone else from that issue will likely open up a separate PR that overlaps with this 🙂

@woodruffw I actually wasn't aware there has already been an on-going conversation about homebrew so I created this. I can definitely close this and let you create a new ones with detailed information.
