Minor improvements

This release includes 2 improvements:

• Scripts to build a Docker container. More as an exercise to learn Docker than a real need..
• Fix service start order (wait for HousePortal).

First version in operation

A web service to access the bewaterwise.com watering index from the Southern California Water District. This is to build a smart sprinkler control system for Los Angeles area residents.
