Menu toggle: Recreate component in v6

Goal

The auto layouts are broken with the menu toggle so the component doesn't resize appropriately.

###To do list

• Rebuild the menu toggle without a base component layer.
• Provide guidance to consumers on how to resolve layout issues when the component is manually sized (fixed width).

@andrew-ronaldson thanks for your work on this!! I also simplified the variants so icons/badge/avatar are just booleans available in the default toggle. merged!! will still need to update any menu toggle instances across our library.
