Add functionality to create the tabs in the components page

Description

Replicate (or discuss with PatternFly design team if not possible to replicate) the tabs for the component pages. We will need a way to navigate to each of the tabs and update the URL in the browser.

To Do

• Add code to replicate the tab functionality for the component pages
• Add unit tests.
• Add CI / CD updates.
• Verify the tabs work end to end for the component page.
